of Victoria, my friend John Cain, to announce that the
Federal Government has made the decision to allocate $ 125
million should Melbourne be successful in its bid for
the 1996 Olympics. We will make this money available,
it will be indexed according to the CPI, so that we will
then be joining with the Victorian Government to create

PRIME MINISTER'S AUSTRALIA DAY MESSAGE
JANUARY 26, 1990
Today we are celebrating the first Australia Day of the
1990s. It is a day for looking forward to the challenges of an
exciting new decade for reaffirming our fundamental goals
for Australia as we approach the 21st century.
My goals for Australia are that we should build a modern,
growing economy; become a more self-confident and vigorous
participant in the dynamism of our region; create a
community dedicated more fully not just to the quantity of

haven't waited for these latest dvelojsmnts. I insisted
some several weaks ago that we should ha-e discussions with
the Government of Papua Ne Guinea so that in the event it's
judged neceesary to mount an operation to proteot and rescue

The United Nations Convention on the Rights of the Child will open
for signature in New York on Australia Day. The Australian Acting
Permanent Representative to the United Nations will be present at
the signature ceremony to demonstrate our commitment to it. We
look forward to early signature as part of our continuing efforts
to promote and extend universal standards for the observation of
human rights.

The establishment of a new award in the Australian honours
system allows governments to officially recognise
outstanding service by public service officers and other
government employees.
The first recipients of the new award, the Public Service
Medal, are announced in the Australia Day Honours List.
They include nineteen awards for Federal Government
officers. The Queen recently approved the establishment of the Public

I appreciate this opportunity, at the outset of the 1990s,
to present my overview of the Australian political and
economic scene.
CEDA of course has for many years taken a close interest in
both domestic and international policy. I recall with
particular pleasure your conference in Sydney last May at
which I launched the CEDA publication Towards Freer Trade
