Speech by the Prime Minister, Mr. John Gorton
Thank you very much, Arthur. I say " Arthur" because it
is true we have known each other for very many years, and indeed not
closely, or he wouldn't be able to say with such conviction so many nice
things, but intermittently and fairly closely during all that period of time.
I am here to make a very brief speech and to declare open
the factory and to declare open whatever It Is that is behind that curtain.

VISIT BY THE EMFP CR OF ETHIOPA
Statement by the Prime Minister, Mr John Gorton
It has been announced in Addis Ababa today that His Imperial
Majesty Haile Selassie of Ethiopia will include a visit to Australia as part
of a journey which he is soon to make to a number of overseas countries.
The visit is expected to take place about the middle of May and
to last about 4 days.
I am sure that all Australians will warmly welcome the
prospect of a visit by such a distinguished Head of State.

ERARJ MEMORIAL SERVICE FOR LORD BRUCE
Honourable Members may recall that in November
last, the Government agreed to the request contained in the will of the
late Lord Bruce that his ashes be scattered over Canberra.
It was also agreed that arrangements would be made
for a memorial service to take place at the same time and that the
ceremonies would be held on a suitable occasion after the resumption

PAYMENT TO CAPTAIN ROBERTSON
In conjunction with its consideration of the Report of the
Royal Commissioners, the Government has given much thought to the
position of Captain R. J. Robertson. On his resignation in 1964, Captain
Robertson was ineligible for any pension from the Defence Forces
Retirements Benefits Fund and received only the repayment of his own
contributions to the Fund. As Honourable Members are well aware, no

Statement by the Prime Minister, Mr John Gorton

His Excellency the Governor-General in Council has today, in pursuance of Section 64 of the Constitution, established a new Department of State of the Commonwealth entitled the Department of the Cabinet Office.

The new Department will have the function of servicing the Cabinet and the Committees of Cabinet, which it Is planned to extend in number, and of assisting the Prime Minister in the expeditious ordering of Cabinet business and proceedings.

INDI3EPENDENCE OF MAURITIUS
Statement by the Prime Minister, Mvr John Gorton
Senator Dame Annabelle Rankin, Minister for Housing,
will represent the Australian Government at the celebrations marking
the Independence of Maurititis next week ( 12 March).
The Governor-General, Lord Casey, has sent a goodwill
message to the Governor-General of Mauritius, and I have sent a message
to the Prime Minister. The Australian Government will be presenting a painting

The Governknent expressed the view that the previous return
to work of the APWU drivers was the result of an agreement which
called for the placing of a case before thia Public Service Board, speedy
hearing and decision on that case by the Public Service Board, and, in'
the event of disagreement, subsequent arbitration.

ZTAMF RECEIPTS DUTY
Statement by the Prime Minister, Mr John Gorton
The Prime Minister today released the text of correspondence
( attached) between the Commonwealth and the States on the question of
the Victorian State Receipts Duty legislation as It applied to incomes.
The Prime Minister said that the Commonwealth did not
object In principle to the extension of State Taxation into the general field
of business receipts or business turnover provided this was not carried to

AUSTRALIAN PARTICIPATION AT EXPO 70 OSAKA
Rear Admiral T. K. Morrison, CB, CBE, DSC, took
up his position in Canberra todly as Australian Commissioner-General
for EXPO 70. Admiral Morrison will control the preparations for
Australian participation in EZPO 70, the first category Universal and
International Exhibition to be held in Osaka, Japan from 15 March to 13
September 1970. The Australian Exhibits Crganization for EXPO 7C,
which is attached to Prime Minister's Department, will be located at
Casey House in State Circle.
