SPEECH IN THE DEBATE ON THE 1980/ 81 BUDGET
Mr. Speaker, twelve months ago the Leader of the Opposition
described the 1979/ 80 Budget as " without doubt the most
contractionary in the 18 years I have been a member of this
Parliament". Perhaps the first thing I should do is to welcome
his declaration that the 1980/ 81 Budget is also a contractionary
Budget. If he is as wrong about this year's Budget as he clearly

HMAS DIAMANTINA GIFT TO QUEENSLAND MARITIMNE MUSEUM
The Commonwealth Government is to make a gift of the frigate,
HMAS Diamantina, to the Queensland Maritime Museum Association.
As the frigate was built in Queensland ( by Walkers Ltd. at
Maryborough), is named after the wife of Queensland's first
Governor ( Sir George Bowen) and carries the same name as one
of Queensland's major rivers, it is fitting that Queensland
should be the final home for the Diamantina.

STATEMENT TO PARLIAMENT: ENERGY POLICY
AND RELATED RESOURCE DEVELOPMENT
I would like to review the Government's energy policy and
to outline the quite exciting prospects ahead for Australia
in the area of resource development.
Our energy policies are firmly in place and recent events
serve to illustrate their correctness. Successes in this
area are already evident; but in view of the uncertainties
about future oil prices and supplies we cannot relax our

I am pleased to be able to address this distinguished gathering
of manufacturers. Economic debate at present is dominated by
the Budget brought down last week. Today I will try to put
that Budget in context, in terms both of the present economric
outlook and of the Government's persistent anti-inflationary
strategy. But what needs to be said at the outset is that Australia is

ELECTORATE TALK
Last week's Budget continues the Government's responsible
approach to economic management. It consolidates the-gains
of the last five years and provides a blueprint . for the
development of Australia in the years ahead. Above all, it
maintains the fight against inflation.
Our main objective during our five years in office has been
to strengthen the economic health of Australia and to provide
the foundation for renewed economic growth. This has meant

What sort of Budget can we expect tonight?
Prime Minister
A very responsible one.
Question Can you give any indication of what the taxpayers ( inaudible).
Prime Minister
I don't think I can give any indication, and I don't think
you would expect me to, in spite of events of yesterday.
But it will be a responsible Budget, and it will be a fair
Budget. -I hope it will acclaimed as a good one for Australia
because that is what it is.

OFFICE OF NATIONAL ASSESSMENTS
Mr Speaker In relation to allegations of security breaches
in the Office of National Assessments, the Director-General of
ONA, Mr Furlonger, asked the Director-General of Security,
Mr Justice Woodward, to review security practices in ONA and
report. Subsequently there were further allegations of deliberate
security breaches and the Director-General of Security was asked
to investigate these also.

of the death, on 12 June, 1980, of the Prime Minister of Japan,
Mr. Masayoshi Ohira and I move: " That this House records its
sincere regret at the death of Mr. Masayoshi Ohira, Prime-Minister.
of Japan, and express its deepest sympathy to his family and
to the people of Japan."

Sir Seretse Khama, and I-move: " That this House records its

Senator the Honourable Douglas Scott has today tendered his
resignation as Minister for Special Trade Representations.
I have informed His Excellency the Governor-General that
I propose to recommend to him tomorrow that he accept
Senator Scott's resignation and that he appoint the
Right Honourable Ian Sinclair as Minister for Special Trade
Representations. Mr. Sinclair will be a member of the Cabinet. Until the
