The Australijan Constitution provides an umpire to protect tho
people of A-uPtralia in just the kird of emergency that Mr. Whitlam
created. unlike the grocat majority of Austrlians Mr. Whitlam does ot
support the umpire. He cannot take thE-_ Ujipire's decision
when it goes against him.

Three events of major significance occurred this week. One of
them promises great benefits to the neglected Northern Territory
and the second will give people of the A. C. T. more say in their
own affairs. The third event marked a shocking deterioration
in the level of political debate in Australia.

MR WHITLAM HAS AGAIN TRIED TO SUGGEST THAT AUSTRALIA'S
PROBLEMS ARE CAUSED BY EVENTS THAT HAVE OCCURRED
OVERSEAS. HE IGNORES THE REPORT OF HIS OWN TREASURY AND WHICH WAS
ATTACHED TO MR HAYDEN'S BUDGET SPEECHAN AUGUST.
THIS REPORT INDICATED THAT. AUSTRALIA'S ECONOMIC. PROBLEMS
WERE BASICALLY CAUSED IN AUSTRALIA BY HIS GOVERNMEBT.
MR WHITLAM IGNORES ALSO THE REPORT OF THE INTERNATIONAL
MONETARY FUND AND THE ORGANISATION FOR ECONOMIC.

( COMPLAINTS TO THE GOVERNOR-GENERAL)
The Governor-General has made it known that certain complaints
that were directed to him have been referred to me for advice.
The complaints concern guidelines and the terms under which
the present Government is operating up to the election.
I have already made it plain that I have full confidence in
Permanent Heads and that I believe they would not convey to
their Departments any request that they believed to be outside
the guidelines. But I also believe it appropriate that a

MR JUSTICE WOODWARD'S APPOINTMENT
The Prime Minister, Mr. Fraser, said today
that it had become necessary, as a consequence of the
dissolution of Parliament, to defer the arrangement
for Mr. Justice Woodward to take over the control of
the Australian Security Intelligence organization.
Mr. Justice Woodward's appointment to head
the Organization was to have commenced on 24 November,
but this had been dependent on the passage of a Bill
enabling him to retain his judicial status.

STATEHOOD FOR THE NORTHERN TERRITORY
The Liberal and National Country Parties Government will take
steps after December 13 to bring the Northern Territory to
Statehood
Our aim-is that the Territory should achieve full Statehood
over the next 5 years.
As a first step. and in co-operation with the Territorial Assembly
we would. begin the immediate implementation of recommendations
by the Parliamentary Joint Committee on the transfer of powers

full programme to be issued later in the week. The
provisional itinerary may be subject to one or two final
adjustments, particularly as far as overnight stops are
