The Regional Galleries Association Conference brings

On 9 February, 1976, you announced that you had
asked us to advise you on the role of a Science and
Technology Council, its terms of reference, and all other
matters concerning its operation.
The Group met on March 3 and March 15, 1976. We

REPORT OF TI-E ADVISORY GROUP ON THlE SCIENCE
AND TECHNOLOGY COUNCIL
On 9 February I announced that Dr J. A. L. Matheson,
the Chairman of the Interim Australian Science and Technology
Council had been asked to form a small Advisory Group to
advise me on the role of a continuing science and technology
council, its terms of reference and of other matters concerning
its operation. The Advisory Group reported to me on 24 March. It

APPOINTMENT OF THE GOVERNOR-GENERAL AS KNIGHT GRAND CROSS
IN THE ORDER OF SAINT MICHAEL AND SAINT GEORGE
The Prime Minister announced today that the Queen had been
pleased to appoint Sir John Kerr KLnight Grand Cross in the
Order of Saint Michael and Saint George
The Prime Minister has conveyed the Government's and the

Today I want to talk about the role of the Government in
political and legal and social reform.
There are many aspects of Australia's institutions where reform
, is needed. Reform is needed wherever our democratic institutions
work less well than they might. Reform is needed wherever the
operation of the law shows itself to be unjust or undesirable

VISIT TO AUSTRALIA BY THE PRIME MINISTER OF BAHRAIN
His Excellency Shaikh Khalifa bin Sulman Al Khalifa, the
Prime Minister of Bahrain has accepted the invitation of
the Commonwealth Government to visit Australia in late
September this year.
The Prime Minister is the brother of the Emir of Bahrain.
Australia has had ties with Bahrain, including representation,
for many years and Bahrain is an important point on Qantas
rcutes to Europe. The visit of the Prime Minister is

This week I want to talk with you about people and Government.
The damage of big government and its potentially great power
to the kind of life style that Australians want is far reaching.
It can effect every part of society.
The exercise of centralised power by big government removes
incentive; it stifles initiative; it encourages laziness;
it imposes uniformity and conformity and it greatly lessens
the opportunity for self respect.
