STATEMENT BY THE PRIME MINISTER WHEN TABLING THE REPORT OF
THE STUDY GROUP ON YOUTH AFFAIRS
Mr. Speaker, I table a report from tChe Study
Group on Youth Affairs and seek leave to make an accompanying
statement. In October 1976, my Government established a study
group to examine services to youth and matters of co-ordination
and communication. In particular, the study group was directed to
repo~ rt on proposals that the Government should consider establishment:
of a youth bureau and a youth advisory panel.

OPENING OF PARLIAMENT BY THE QUEEN
At the request of the Prime Minister, His Excellency the
Governor-General, Sir John Kerr, has today signed a Proclamation
proroguing the Parliament until Tuesday, 8 March 1977, and
summoning the Parliament to assemble at 3.00 p. m. on that day.
The Queen will attend the Senate Chambers on Tuesday, 8 March 1977
and open Parliament.
Note:: This will be the third occasion on which The Queen
has opened the Australian Parliament, the previous occasions

ADDRESS TO ST. MARK'S LUTHERAN CHILD CARE CENTRE, MT. GRAkVATT, BRISBANE
Thank you for inviting me here today to take part in what I
consider to be a very important occasion. The Commnonwealth
Government has given great emphasis to the need for adequate child
care services. As you have given me this opportunity. let me tell
you the reasons for the Government adopting this policy, and just
what this policy means.

It is a pleasure to be here today to open the Fiftieth Annual Conference
of your Council. The industry you represent has a long record of
sustained progress of which you must be properly proud. Over the fifty
years your Council has existed, the Australian sugar industry's
production has grown more than six-fold. It now exceeds three million
tonnes a year.
The domestic market has made an important contribution to this growth
but the primary factor has been your successful penetration of world

The rate of inflation in Australia came under scrutiny in the
Federal Parliament during last week, following release of the
December quarter Consumer Price Index.
One clear and irrefutable fact emerged the underlying rate of
inflation in Australia has shown a sustained and measurable
decline. The facts show that we have been getting on top of
inflation. They show that our policies of government spending

VIC: TORIAN BUSH FIRES 1977 REPLACEMENT OF BOUNDARY FENCES
The Federal and State Governments have agreed that Government
funds will be provided to meet the cost of materials Used by
landholders in replacing their boundary fences abuttin. g roads
and railway lines.
Mr., Fraser and Mr. Thompson said that this decision had been
made in order to hasten the restoration of fencing aloing roads

VISIT TO AUSTRALIA BY THE PRIME MINISTER OF NEW ZEALAND
The Prime Minister, Mr Malcolm Fraser, announced today that
the New Zealand Prime Minister, Mr R. D. Muldoon, would
visi~ t Australia for discussions in Canberra on 17 and 18 March.
The visit will enable the two Prime Ministers to exchange
views on international questions, particularly relating to
the forthcoming meeting of the Commonwealth Heads of Government.
There will also be discussions on bilaterial matters.

MINISTERIAL STATEMENT AUSTRALIAN NATIONAL GALLERY:
DIRECTOR AND SECRETARY/ MANAGER
The Government has decided to recommend to Executive Council the
appointment of Mr James Mollison as the first Director of the
Australian National Gallery for a term of seven years. The
Government has also decided to appoint a Secretary/ Manager to
manage the administrative and financial affairs of the Gallery.
These two statutory appointments will ensure a proper complement

OF HER MAJESTY, THE QUEEN OF-AUSTRALIA, AND OUR PLANS ro COMMEMORATE
HER MAJESTY'S SILVER JUBILEE.
THE QUEEN WILL ARRIVE IN CANBERRA ON 7 MARCH, ACCOMPANIED BY HIS
ROYA-L HIGHNESS, THE DUKE OF EDINBURGH, AND WILL SPEND THREE WEEKS
IN AUSTRALIA.
PARLIAMENT IS TO BE PROROGUED AND THE QUEEN WILL OPEN A NEW SESSION
