NORTHERN TERRITORY SELF-GOVERNMENT.
The Commonwealth Government is proposing that the Northern
Territory Government be given membership of the Premiers'
Conferences after the Territory enters a new phase of selfgovernment
on 1 July.
The Commonwealth Government also favours granting to the
Territory Government full membership of the Advisory Council
for Inter-Government Relations.
Letters have been sent to State Premiers setting out these
proposals ana also proposing that the Territory be invited to

QUESTION: Is there any chance at all of Mr. Withers standing
down while you are away?
PRIME MINISTER: Oh, good heavens no.
QUESTION: What's the significance of the broadening of the
Robinson inquiry?
PRIME MINISTER: Well, I'll answer that, but I thought you
were going to ask me questions about other events. We were
given legal advice that it should be broadened to make quite
sure that the Commission could bring in findings on matters

INTERVIEW WITH PETER HARVEY ON CENSURE MOTION IN PARLIAMENT
QUESTION: Prime Minister, the sort of censure motion that was
moved on you yesterday by Mr Hayden. How do you reply to that
sort of criticism?
PRIME MINISTER: I think the criticism really answers itself.
It shows the concerns of the Opposition they've asked a very
large number oZE questions over the course of this Parliament
about issues that I believe had been passed and done with,
not in the mainstream of concerns-of the Australian nation

GRANT TO TwHE AUSTRALIAN ACADEMY OF TECHNOLOGICAL SCIENCES
The Government is to provide $ 100,000 to the Australian Academy
of Technological Sciences in the 1978-79 financial year.
The decision iLs in accordance with the Government's policy of
encouraging technological development and adaptation in Australian
industry.
The Academy of Technological Sciences has a fundamental role
to play in the technological innovation process in Australia.

This year, important decisions will be made concerning the
international economy and world trade. The decisions will
be so important that they could well set the pattern to the
end of this century.
Australia is a great and significant trading nation. Therefore
we have much at stake.

COMMONW4EALTH AND NORTHERN TERRITORY OMBUDSMEN
The Prime Minister announced today the introduction
of a Bill into Parliament to amend the Commonwealth Ombudsman
Act 1976 to facilitate commencement of the operations of
the Northern Territory Ombudsman under the Ombudsman ( Northern
Territory) Ordinance passed by the Northern Territory
Legislative Assembly late last year.
The establishment of a local Ombudsman in the Northern
Territory is in line with the Commonwealth Government's

PARLIAMENTARY COMMITTEE REPORTS
Mr. Speaker, I ask leave of the House to make a brief
statement concerning the reports of Parliamentary Committees.
Mr. Speaker, all honourable members will recognize that a great
deal of most valuable work is done by committees of this
Parliament. It is important that the reports of these
committees, many of which reflect considerable thought, effort
and often insight, received full and careful attention by
Ministers. It is equally desirable that a procedure be established to

WHALING INQUIRY SUBMISSION
Work is well in hand on the preparation of the Government's
submission to the Independent Whaling Inquiry to be conducted
by Sir Sydney Fxost.
Departments are conferring to consolidate their views in a
single submission. It will bring together in one paper all
views on the various aspects with which the Government is
involved in relation to the Terms of Reference of the Inquiry.
This will ensure that Sir Sydney Frost obtains a complete
submission from the Government.

SIR ROBERT MENZIES MEMORIAL TRUST
The question has arisen as to the way in which, as a nation,
we might best mark and commemorate, now and for posterity,
the great contribution of the late Sir Robert Gordon Menzies
to the nation.
There has already been enthusiastic and helpful discussion on
this by some public figures and by some newspapers, and I am
indebted to them.
A preparatory Committee has already begun work, directed to the
