Why has it taken you five days to refute the allegations
in the. Bulletin?
Prime Minister:
In substance, the allegations were refuted by Eric Robinson
and by myself, in the Parliament and I think also outside
it, but the discussions that are referred to took place
amongst ministers, part of it at least in a Ministerial
meeting and I place a very great deal of importance on the
essential confidence of discussions between ministers and

QUESTION
How did it suddenly emerge?
PRIME MINISTER
The draft the shorthand notes of it, I think had always
been in existance, well obviously they had, because during the
discussions in Sydney Eric Robinson did dictate a draft and
I didn't see it I didn't see it until today.
I had been aware of its existenceI had been advised actual
copies had been destroyed. A request was made for the notes to
be retyped today, and they were.

Why have you waited so long before producing it?

STATEMENT IN RELATION TO
ARTICLE IN THE BULLETIN
I have been reluctant to make this statement, for it is my
wish to protect the confidentiality of discussions between
Ministers. I believe this is absolutely essential to the
working of good government. However, the gross distortions
of fact contained in the Bulletin article, widely repeated
since, demand that this statement be made, and the Minister
for Finance, Mr Robinson, has agreed that I should make it.

VISIT BY THE PRINCE OF WALES
The Prince of Wales has accepted an invitation from the
Australian Academy of Science to attend its Silver Jubilee
anniversary celebrations in Canberra on Monday, 26 March 1979.
On 2 June 1978 Mr Anthony, when Acting Prime Minister,
announced that His Royal Highness had accepted an invitation
from the Commonwealth Government to visit Australia next March in
connection with the sesquicentenary celebrations of Western Australia.

The Government's Budget is the right Budget for Australiathe
only Budget for Australia. The Budget had one major
objective to build on the foundations already set for
the long term economic stability and prosperity of Australia.
We met that objective without quibble, without pretence.
That Budget has been exceptionally well-received by
Australians. I have spoken to many Australians over the last

overriding Budget strategy: inflation is to be driven down
to the point where Australia, compared with its major trading
partners, such as the Britain and Europe, becomes
highly attractive for foreign investment which, with lower
domestic interest rates, will stimulate investment, creating
new industries, new Jobs, and lift Australia out of the recession?

Prime Minister: Let me make a couple of points quite plain.
Discussions that take place between Ministers in the Ministry
are discussions which it has been my practice not to talk
about. And let me also make two other points. In the

SPEECH AT LACTOS FACTORY, BURNIE
I appreciate this opportunity to be with you in Burnie this
afternoon. It is a specially significant occasion.
I understand the plant was almost wiped out in a disastrous
$ 4 million fire on August 19 last year. That was just three
days after last year's Budget.
Well, you know what happened just three days ago in Canberra.
Today, this wonderful new factory still stands indestructible.
I would like to think of that as a good omen not only for
Lactos, but for the Budget.

ADDRESS TO TIHE AUSTRALIAN FINANCIAL REVIEW LUNCHEON, MELBOURNE
I congratulate the Conference on its choice of theme for this
address " The Budget and the Challenge of the Future".
This 1978-79 Budget is addressed to overcoming the great challenges
f acing our nation.
The Commonwealth's annualBudget is the major vehicle whereby
Government gives effect to social and economic policy objectives.

rates don't come down, you will never have economic recovery
and unemployment will stay high or get worse and I would
guarantee that absolutely and you've only got to look at
what's happened in country after country overseas which have
