It is good to be speaking today to young Australians because
it is the young of this country who often provide our best
and most creative ideas.
Young people will be a vital part of the growth and development
of Australia and young Australians have never been better
educated, more able to contribute to our society. Australia
needs your originality, your enthusiasm, your energy.

NEW YEAR'S MESSAGE
On Christmas Day I left Australia to discuss world trade and
economic issues with the leaders of a diverse group of prominent
developed and developing nations from North America, South America,
Europe, Africa and the Caribbean.
The meeting was convened by the Prime Minister of Jamaica,
Mr Michael Manley, a leading figure in the Commonwealth and
of the developing nations.
It was also attended by Chancellor Schmidt of the Federal Republic

State, and Heads of Government from a diverse group of countries.
Out of the discussion of two days has come, I think, a remarkable
degree of understanding, and at the same time a remarkable
degree of recognised common interests and a significant area of

continents of North and South America, Europe, Africa and
Australia was convened at the initiative of Mr Michael Manley,

INTERN4ATIONAL YEAR OF THE CHILD
The General Assembly of the United Nations has proclaimed 1979
as International Year of the Child. In the past we have had
international Years devoted to geophysical research and to the
problems and the position of women.
In these " Years" world nations seek to focus international effort
in an area where advances can or should be made in the interests of

CHINESE AGRICULTURAL DEVELOPMENT
The Prime Minister has written to the State Premiers and to the
Chief Minister for the Northern Territory asking for their
cooperation in developing a coordinated Australian approach
to the Chinese Government in areas of Chinese economic development
in which Australia has special expertise.
During the recent visit to China by the Deputy Prime Minister,
Mr Anthony, the Chinese Government zade it clear that it felt

REPORT OF INQUIRY INTO WHALES AND WHALING
The Prime Minister today released the Report of the
Inquiry into Whales and Whaling which has recently been
completed under the chairmanship of Sir Sydney Frost.
The Inquiry's principal conclusion is that Australian
whaling should cease and that internationally Australia
should pursue a policy of opposition to whaling.
Other major recommendations in the Report are that
whaling should be prohibited within Australia's 200 mile
fishing zone, that, if the waters of the Australian

NORMALISATION OF RELATIONS BETWEEN
THE UNITED STATES AND CHINA
The Prime Minister, the Rt. Hon. Malcolm Fraser, CH, MP,
today said that he understood and supported President
Carter's statement that the United States and the People's
Republic of China had agreed to recognise each other and
to establish diplomatic relations from 1 January 1979.
