RESIGNATION BY THE MINISTER FOR FINANCE
I inform the House that the Honourable Eric Robinson,
Minister for Finance, has submitted his resignation from
the Ministry.
I have accepted Mr Robinson' s resignation with very qreat
regret. I shall be proposing to His Excellency the Governor General
tomorrow that Mr Robinson's resiqnation be accepted, and
that the Honourable John Howard be sworn as minister for
Finance in addition to his portfolio as Treasurer.

NAMIBIA PEACEKEEPING FORCE
The problem of Namibia is one of long-standing. It dates
from South Africa's refusal, at the end of World War II,
to enter into a trusteeship agreement over the old
mandated territory of South West Africa and its claim
to sovereignty over that territory. South Africa
has continued to administer Namibia despite the United
Nations' decision in 1966, that South Africa's mandate
should be withdrawn.

" EXPORT NOW" CAMPAIGN
It's a great pleasure to address this conference and to
launch the " Export Now" Campaign.
Some people might say that the first thing we should export
are our politicians. But in all fairness I must warn you that
such action would be viewed by our trading partners as an
act of war and in breach of the international conventions
against cruel and inhuman weapons. Nevertheless, we must

INDO-CHINA CONFLICT_
Cabinet met today in special session to receive a
report and briefing from the Defence Committee on events
in Indo China. The Defence Committee met earlier today to
consider the matter.
The Australian Government views with real concern the
incursion of Chinese armed forces into Vietnam. This
situation has arisen out of the earlier Vietnamese
invasion of KamLpuchea, and has developed to the stage where
armed* conflict has now erupted between China and Vietnam.

The Prime Minister, Mr. Fraser, has asked the Minister
for the Capital Territory, Mr. Ellicott and the Premier
of New South Wales to convey his deepest sympathy to
those affected by the fires.
Mr. Fraser also extended his best wishes to the fire
fighters still in the field and expressed the hope that the
situation would soon be under control.
The Commonwealth will immediately join with N. S. W. on a
$ 1 for $ 1 basis in meeting expenditure for the relief

ICI AUSTRALIA LIMITED INVESTMENT IN
PETROCHEMICAL EXPANSIONS
The Prime Minister said today he was delighted at the
announcement of ICI Australia's plans to invest in the
expansion of its petrochemical capacity in Australia.
The Company proposes a total investment in the
project of $ 900 million between now and 1986.
This will provide a tremendous immediate boost to the
Botany area of New South Wales where ICI' s existing
complex is to be expanded and also to Victoria where

CHANGES IN CABINET ARRANGEMENTS
The Prime Minister announced today changes in the
structure and membership of the Standing Committees of Cabinet.
These changes flow from a review of Cabinet
arrangements asked for by the Prime Minister late last year.
The new structure of Standing Committees matches
more closely the present flow of Cabinet business. Some
Committees have been reduced in size to facilitate their
operations. However other Ministers are co-opted to Standing
