STATEMENT'BY THE PRIME MINISTER, THE HON P. J. KEATING MW
PRINCIPAL ADVISER
I am pleased to announce that Dr Allan H-awke has been appointed to the position of
Principal Adviser in my office.
Dr Hawke is a distinguished senior public servant, currently holding the position of
Deputy Secretary, Strategy and Intelligence, in the Department of Defence. Ile has a
strong background in personnel and financial management and reform.
Allan Hawkc was born in Canberra in 1948, and grew up in the nearby New South
Wales town of Queanbeyan. After completing his secondary education in Queanbeyan,
he studied at the Auistralian National University, where he graduated in 1970 with a
First Class Honours Bachelor of Science degree. ie was awarded a Doctor of
Philosophy by the ANU in 1976.
Dr Hlawke joined the Australian Public Service in 1974, working in the fields of
personnel management, staff ceilings and organisation design in the Public Service
Board. He went on to the Department of Defence in 19B4, holding senior positions in
personnel and financial management, the Defence Science and Technology
Organisation, and the Defence Signals Directorate. H-e took up his present position in
July 1991. He also headed a Task Force which was responsible for the introduction of
program management and budgeting into the Defence department.
During his career, Dr H-awke has worked on the Review of Commonwealth
Administration; was a member of David Block's Efficiency Scrutiny Unit; and is the
current Chairman of the Management Improvement Advisory Commidttee ( MIAC).
MIAC develops detailed proposals for the Management Advisory Board which is
responsible for advising the governiment on significant issues relating to the
management of the Australian Public Service.
Dr Hawke is married, with one daughter.
