March 1973
PROTECTION COMMISSION SUBMISSIONS
The Prime Minister, Mr. Whitlam, said today that
written submissions on the establishment of a Protection
Commission for Australian primary and secondary industries
would be received until 30 April.
Mr. Whitlam said that Sir John Crawford, in
accepting the position of adviser on the establishment of the
Commission, had said he did not wish his enquiry to be public
but would welcome written submissions. The submissions should
be forwarded to Sir John through the Secretary of the Prime
Minister' s Department.
Mr. Whitlam said the purpose in establishing the
Commission was to extend the system of receiving advice publicly
from an independent authority which was at present the basis
of government policy decisions on assistance to and development
of secondary industry, gthe rural sector of the economy.
Mr. Whitlam said that Sir John had informed hirm that
in conducting his enquiry he should have in mind the views
of people who might be affected by any change in existing
advisory arrangements. Sir John would not be reporting on the criteria to
be used by the Commission in arriving at its recommendations
to the government. His report would be concerned with the
functions, structure, membership and procedures of the
Commission. Submissions should be limited to these matters
