I propose to appoint a small Cabinet Committee of senior
Ministers, including the Treasurer, to work on the formulation of

industry in its various aspects, and will put itself in a position to
report to and advise Cabinet upon any proposed economic measures.
The first twelve ministers named will constitute the Cabinet.
