Departmental Changes
In considering the appropriate departmental structure, I have
borne in mind the need to ensure that:
the priorities of the Labor Government can be given effect'
to readily;
S changes from the existing structure are kept to the
minimum necessary, so that the public service is not
distracted from the important tasks facing it; and
problem areas in the existing arrangements are remedied.

A FIN4AL MSAETO AUSTRALIANS
I congratulate Mr Hawke and the Auetxralian* Labor Party on*
winning the election.
Mr H~ awks has set a nutiber of high goals for Australia in a
time of great economic difficulty around the world. If he and
his party can fulfil the expectations presented to the
electorate then Australia will be advantaged.
Whatever our problems, Australia has been handed to Mr Hawke's
new government in a condition that is equal to or better than
ary other Western country.

INIT'REST RATES
Labor's interest rate advertisement today is totally dishonest.
Our policies have enabled interest rates for home owners, home
buyers and small businesses to fall over the past four or five
months. In our last budget we gave significant help to
young home buyers and -1-o home o-wners through our Home Loan
Interest Rebate Schemne. As a result of Government policies,
an extra $ 1,200 million has been directed into the housing
industry. Those facts are irrefutable.

LABOR'S POLICIES ARE FALLING APART
This week, the election campaign has focused on the real issues.
And Labor's policies have not stood up to the test.
Labor's policies are falling apart. The rash of contradictions
in recent days show what a fraud those policies really area.
Their prices and incomes policy is supposed to be a strategy
to fight inflation and industrial relations problems. Events
in the last few days have shown not only the policy is

LABOR'S TAX DECEIT
Labor's tax advertisemenls are a fraud and a cruel deception.
Not only is Mr Hawke now talking about the possibility of not
giving tax cuts at all, but his advertisements neglect the
fact that a hiyhor marginal tax rate would apply to a very
great number of Australians with modest incomes,
In the August Budget, the Government reduced the standard
rate of tax for people carning up to $ 19,500 from 32½ to
in the dollar.

In recognition of the exceptional severity of the present
