STATEMENT BY THE PRIME MINISTER, THE HON P. J. KEATING, MP
MINISTERIAL ARRANGEMENTS
Following the resignations of Mrs Kelly and Senator Richardson and the
decision that Mr Griffiths will not return to office at this stage, Caucus has
elected Carmen Lawrence, Con Sciacca and Gary Punch to join the
Ministry. Arch Bevis and Mary Crawford will become Parliamentary
Secretaries. I welcome all five and look forward to the contribution they will
make to the work of the Government.
I have decided to recommend to the Governor-General a number of
changes to ministerial and departmental arrangements on this occasion.
Mr Hayden has agreed to my announcing these changes now, in advance of
the appointment ceremony and Executive Council meeting to be held later
today, 25 March, at 4.30 pm.
I shall be recommending that the Department of Human Services and
Health be divided and that there be a Department of Housing and Regional
Development and a Department of Human Services and Health. The
Deputy Prime Minister, Brian Howe, will become Minister for Housing and
Regional Development. Mary Crawford will be Parliamentary Secretary in
his portfolio.
Carmen Lawrence will join the Cabinet as Minister for Human Services and
Health, and will be Minister Assisting the Prime Minister for the Status of
Women. Peter Cook will become Minister for Industry, Science and Technology, and
Minister Assisting the Prime Minister for Science. Chris Schacht will
become Minister for Small Business, Customs and Construction. He will
have responsibility for Co-operative Research Centres.
Bob McMullan will continue to be Minister for Trade but will cease to be
Minister for Administrative Services. The Department of Administrative
Services will remain a separate department but it will be located in Kim
Beazley's Finance portfolio. Frank Walker will become Minister for
Administrative Services. Gary Johns will replace him as Special Minister of
State, working in my portfolio, and will continue to be Assistant Minister for
Industrial Relations.

John Faulkner will join the Cabinet as Minister for the Environment, Sport
and Territories.
Con Sciacca will become Minister for Veterans' Affairs and the Department
of Veterans' Affairs will be transferred from Human Services and Health to
the Defence portfolio. Gary Punch will become Minister for Defence
Science and Personnel. The Parliamentary Secretary to the Minister for
Defence will be Arch Bevis.
Janice Crosio will become Parliamentary Secretary to the Minister for
Social Security.
Mr Tony Cole will continue to be Secretary to the Department of Human
Services and Health and I shall appoint him to act as Secretary to the new
Department of Housing and Regional Development.
A copy of the ministry list is attached, showing the new arrangements.
