The Prime Minister, Mr Fraser, announced today the appointment
of Permanent Heads of the Department of Finance, Industrial
Relations and Employment and Youth Affairs.
Mr Ian Castles has been appointed Secretary, Department of
Finance, to replace Mvr R. W. Cole, recently appointed Chairman
of the Public Service Board. Mr Castles was formerly Under
Secretary of the Department of the Prime Minister and Cabinet.
Mr M. B. Keogh has been appointed Secretary, Department of
Industrial Relations. Mr Keogh was appointed Acting Secretary
on the creation of the Department. He was formerly First
Assistant Secretary and Acting Deputy Secretary of the
Department of Employment and Industrial Relations.
Mr R. M. Taylor has been appointed Secretary, Department of
Employment and Youth Affairs. Mr Taylor was formerly Deputy
Secretary, Department of Transport and Commissioner of the
Australian Shipping Conmission. / 2

BACKGROUND
Mr Castles before being appointed Under Secretary of the
Department of the Prime Minister and Cabinet was a Deputy
Secretary of the Department and First Assistant Secretary in
charge of the Economic Division. Prior to that he had been
an officer of the Department of the Treasury for some
fifteen years including a period as Senior Treasury Representative
in London. Mr Castles is 43 years of age. He will take up
his appointment on 2 January 1979.
Mr Mick Keogh joined the Public Service in 1953 in the Department
of Labour and National Service, which later became the
Department of Employment and Industrial Relations.
Mr Keogh is currently Acting Secretary of the newly created
Department of Industrial Relations and his appointment as
Secretary is effective immediately. Mr Keogh is 44 years of age.
Mr Rae Taylor joined the Bureau of Statistics is 1956 and
subsequently served in the Department of Primary Industry,
Trade and Industry, Territories and Housing. He was appointed
to the Department of Shipping and Transport in 1969, became
First Assistant Secretary in 1973 and Deputy Secretary in 1975.
He was also a member of the Ship Building Board.
Mr Taylor is aged 43. His appointment is effective immediately.
