Thank you very much Tom, Julian Leeser, Rob Allan, my parliamentary colleagues, ladies and gentlemen - and my I wish happy birthday to Tom and to thank you very much for the wonderful work you have done in chairing the Menzies Research Institute. And I'm delighted to have this opportunity again to address the Institute on areas of long term important to the political debate in this country.
Robert Menzies brought to politics a deceptively simple view of government. He was especially fond of Lord Acton's aphorism that
